If you are planning to send an attested copy to an education credential assessment agency such as WES, I believe t don’t accept attested copies. I know WES requests you to have the memos and degree certificates sent to them directly from the university in a sealed envelope. WES does not accept attested copies of your marks sheets. But if you are using any other agency for ECA then please do your research to make sure t accept attested copies before you send them out. To answer your question about attestation, if you have the originals with you then you can make copies of those and take them to a local notary along with the originals and get them attested.
But if you are sending a copy directly to WAS then you wont be able t complete the process. So for my situation, I would recommend that you are willing to send any attested copy you have to WAS, but you want to avoid the whole issue of being unable to complete the verification process.
